US Safety Panel Asks How to Read the Propolis Literature
Ahead of its 5–6 October 2026 meeting, CIR circulated a strategy memo on four propolis-derived cosmetic ingredients: propolis Extract, Propolis Cera / propolis Wax, and hydrolyzed propolis extract.[1]
What changed
Staff say there is a large published literature on “propolis,” but they are not yet sure which studies map to the specific INCI materials under review, or how far results can be read across between source types (for example poplar-type versus Brazilian green). They are asking the Panel how to categorise that evidence before the scientific literature review is finished.[1]
The memo also flags patch-test series where reaction rates jumped after a commercial test material switched from Chinese to Brazilian propolis — presented as a composition warning, not a finished safety verdict.[1]
Why it matters
Propolis shows up in soothing and “antioxidant” skincare stories. Until CIR settles identity and read-across rules, treat those claims as early-stage rather than settled toxicology.[1]
